Add official support for Kimi CLI from Moonshot AI.
Background
Kimi CLI is an open-source coding agent from Moonshot AI, similar to Claude Code, Gemini CLI, Codex
CLI, etc. It would be great to have native SpecKit integration.
Previous related issue: #1182 (that issue was initially about the Kimi K2 model, but the discussion
clarified that Kimi CLI is what users are looking for).
