feat: Allow setting pod annotations for runner pods when running on Kubernetes #3242

I would like to set annotations on the runner pods to prevent disruption on nodes. There is no way to do that right now.

I would like to be able to set the annotations using a podAnnotations property under supervisor.config.kubernetes.
